Instead of increasing incremental taxation for revenue for Social Security tax cuts, Medicare rates paid to doctors,and unemployment benefits, Congress thought it would privatize some more by selling public property airwaves to wireless companies, in the hopes that businesses like AT&T and Verizon, which both fund the Tea Party considerably, would help develop a network for the police and firefighters to chat on in case of an emergency.
