A NEW CREATURE IS BORN. Sidetracking lobbying rules the Conservative American Legislative Exchange Council mixes a blend of legislators and business interests to reduce government, harm labor unions and diminish public interest legislation. To do so they claim to interact equally while not declaring the origin of the bills, by using loopholes to aid business interests and by outvoting legislators in favor of business. All this paying what they call scholarships to legislators for conferences supported by child care facilities.
